The Los Angeles City Council has approved measures intended to reduce filming expenses and encourage more productions to remain in the city. The initiatives include free permits for qualifying small shoots involving no more than 10 people and access to certain city properties for as little as $1 per day. Councilmember Adrin Nazarian championed the proposals as part of the Keep Hollywood Home initiative.

The changes are designed to benefit independent filmmakers, documentary crews, students, and smaller productions facing increasing operating costs. The measures arrive as regional filming activity continues to decline despite California's expanded production incentive program. Implementation details are still being developed, and FilmLA has indicated that the new permit options are not yet available.
